beyond two Swiss officials, will be necessary.

The scheme will probably entail a certain loss

of Revenue upon the Colony of Hong Kong and a cer-

tain expenditure upon official as well as private

correspondence which is now carried gratis by Bri-

tish and other steamers between most of the porta,

and it may be worth while to consider whether some

stipulation should not be made for the free transport

of official correspondence from Port to Port when

the matter comes under consideration.

But however

this may be I think the advent of China in the Postal

Union of Europe is a move which ought to be welcomed

and encouraged from several points of view.
